Rescue teams have recovered the bodies of five more children from the rubble of the dormitory of the pedagogical university in Starobelsk, increasing the death toll from the recent attack to 21, according to Russian Ministry of Emergency Situations (EMERCOM) reports.

The strike, attributed to Ukrainian forces, targeted both the college and the university dormitory. The operation to extract victims concluded on May 23, with no additional survivors found beneath the debris.

Impact and Official Statements

The overall number of casualties, including the deceased, has reached 63 individuals. The rescuers confirmed that the search and rescue mission has been completed, signaling the end of immediate emergency response efforts.

Russian-appointed authorities in the self-declared Luhansk People’s Republic (LNR) claimed that Ukrainian drones targeted the educational buildings. At the time of the strike, 86 students aged between 14 and 18 were reportedly present in the dormitory.

“At the moment of the attack, the dormitory housed 86 students aged 14 to 18,” officials stated, highlighting the tragic human cost of the strike.

Conversely, a Ukrainian Telegram channel, Exilenova+, alleged that the Russian military utilized the struck facilities for military purposes. The Ukrainian General Staff denied the civilian nature of the buildings during the attack and labeled the Russian media reports as manipulative.

According to the Ukrainian General Staff’s May 22 evening statement, the strike targeted several Russian military assets, including an oil refinery, ammunition depots, air defense systems, command posts, and personnel. One of the struck sites was identified as a headquarters of the "Rubicon" unit in the Starobelsk area, a special military unit specializing in drone operations.

However, the Ukrainian military did not clarify if this headquarters was located within the college building itself.

Financial and Strategic Implications

While the primary focus remains on rescue and humanitarian response, the destruction of educational infrastructure and military supply assets could have broader economic and strategic consequences. The loss of facilities may disrupt local educational services and affect the regional workforce development pipeline, potentially impeding long-term economic recovery.

Moreover, the reported targeting of critical military and industrial infrastructure, such as oil refineries and ammunition warehouses, suggests an attempt to degrade logistical capabilities, which could influence regional security dynamics and investment climate.
