Ukraine and European Allies Discuss Renewed Diplomatic Efforts to End War

Leaders of Germany, France, UK and Ukraine held talks to strengthen diplomacy and support Ukraine’s defense amid ongoing conflict.

Ukraine’s president, Vladimir Zelensky, engaged in a high-level video conference with key European partners—the German Chancellor Friedrich Merz, French President Emmanuel Macron, and British Prime Minister Keir Starmer—to discuss revitalizing diplomatic efforts aimed at ending Russia’s ongoing aggressive war. The meeting, held on the evening of May 22, focused on how to activate diplomacy for peace and enhance Europe’s role in the process.

Renewed Diplomatic Engagement and Strengthened Defense Support

The video conference marked the first top-level talks in this four-party format in quite some time. According to Zelensky, all parties agreed on the critical importance of countering Russian aggression to safeguard security in Europe and globally. The UK Prime Minister’s office, which organized the call, confirmed that European support for Ukraine’s defensive efforts would be increased in the coming months.

“All partners note that Ukraine’s position is significantly stronger — both on the battlefield and in strategic foresight. This is substantial, and it is this pressure that can drive effective and proper diplomacy,” Zelensky stated after the meeting.

The European allies view Ukraine’s current position as considerably more robust following recent Ukrainian military strikes on strategically important Russian targets. This enhanced stance underpins their belief that renewed diplomatic momentum is achievable. Furthermore, Zelensky announced an upcoming meeting of national security advisors from the four countries to exchange information and coordinate further actions.

Challenges in Existing Negotiation Formats and New Diplomatic Initiatives

Ukraine’s foreign minister, Andriy Sybiha, expressed concerns that the existing trilateral negotiation format involving Ukraine, the US, and Russia is reaching its limits, with repetitive discussions and diminishing returns. Sybiha suggested that integrating European Union representatives into the peace process could invigorate negotiations. He also proposed a potential summit involving the leaders of Ukraine, Russia, and the United States as an alternative pathway to breakthrough diplomatic progress.

Meanwhile, US Secretary of State Marco Rubio acknowledged the lack of progress in ceasefire negotiations to date and emphasized that while the US remains willing to participate in trilateral talks, it is wary of entering into an endless cycle of fruitless meetings. The last trilateral round took place in February 2026 in Geneva, shortly before a conflict between the US and Israel against Iran shifted US foreign policy focus.

Zelensky also briefed his European counterparts on intelligence concerning Russian plans impacting Ukraine, Belarus, and other European regions. Although details were not disclosed, he indicated ongoing intelligence-sharing among special services to strengthen situational awareness and response capabilities.

“We are doing everything possible to achieve genuine peace,” Zelensky concluded, highlighting the shared commitment of Ukraine and its European allies to end the war through combined diplomatic and military efforts.
