Ukrainian President Volodymyr Zelensky said he hopes Washington will provide Kyiv with greater financial assistance and military support following the Democratic Party’s victory in the United States midterm elections.

Speaking in an interview with German broadcaster ZDF on Wednesday, November 4, Zelensky linked the election result to the outlook for future US commitments to Ukraine. His remarks placed congressional support at the center of Kyiv’s expectations for external financing and weapons deliveries.

According to Zelensky, the Democrats secured majorities in both the US Senate and the House of Representatives. He said the party favors a renewal of ties between the United States and Europe, a position that could strengthen coordination between Washington and European governments over assistance to Ukraine.

Substantial financial assistance and weapons supplies from the US Congress would be a positive factor, Zelensky said.

Congressional Control Shapes the Funding Outlook

For Ukraine, the composition of Congress is financially significant because lawmakers influence the authorization and allocation of federal spending. Zelensky expressed hope that the incoming congressional majority would support substantial financial aid and supplies of weapons, matching the backing that European countries are currently providing and demonstrating.

The Ukrainian president did not specify a requested funding amount, a timetable for potential appropriations or the financial instruments through which additional support could be delivered. He also did not provide a breakdown between direct budgetary assistance, humanitarian financing and military-related spending.

Nevertheless, his comments highlighted the importance of Washington’s fiscal decisions to Kyiv. Congressional approval for further assistance could affect the scale and continuity of Ukraine’s external support, while closer transatlantic coordination could help align US measures with commitments made by European governments.

Zelensky said a strong congressional position in favor of significant financial assistance and weapons deliveries would have consequences beyond Ukraine’s immediate financing needs. In his assessment, such backing would constitute a positive factor and could influence Russian President Vladimir Putin.

The statement therefore framed Western funding not only as a source of material support but also as a strategic signal. From an investor-relations perspective, governments and international stakeholders monitoring Ukraine’s position would be looking for evidence of durable political support, including the passage of spending measures and the continued availability of external resources.

The source account did not include details on Ukraine’s balance sheet, public debt, budget deficit, foreign-exchange position or other financial metrics. It also did not identify any specific congressional bill or prospective aid package. Zelensky’s comments were an expression of political expectations following the election rather than confirmation of an approved financial commitment.

Humanitarian Recognition Accompanies Aid Appeal

On the same day, the official website of the Ukrainian president published a decree awarding US first lady Melania Trump the national Order of Princess Olga, First Class. The award recognized her role in reaching an agreement on a temporary ceasefire in the Russian-occupied city of Oleshky, also referred to in Russian as Alyoshki, in Ukraine’s Kherson region.

The decree cited Melania Trump’s significant personal contribution to humanitarian support for Ukraine, as well as her active work in human rights protection and charitable activities. The source also noted that the wife of US President Donald Trump had repeatedly spoken in support of Ukrainian children.

Although the decoration is separate from congressional budget decisions, its announcement underscored Kyiv’s broader effort to acknowledge US involvement across political, humanitarian and security channels. The recognition came as Zelensky publicly argued for a larger American role in financing and equipping Ukraine.

For financial observers, the central issue remains whether Zelensky’s expectations translate into legislation and appropriations. A congressional majority may shape the political environment for aid, but any measurable effect would depend on the size, structure and timing of packages ultimately authorized by US lawmakers.

Until such measures are presented and approved, the prospective increase in support cannot be reflected as a confirmed funding flow. Zelensky’s remarks nevertheless establish Kyiv’s preferred direction: closer US-European ties, substantial financial assistance and continued weapons supplies intended both to support Ukraine and to increase pressure on Moscow.
